With reference to our wire of 7th. regula -tions not yet enforced but in the meantime raw opium trade absolutely at a standstill owing to proposal (stop) Chamber of Commerce Hongkong would further emphasize proposal breach article 14 French Treaty 1858 in that it creates monopoly Chamber of Commerce Hongkong again protests against this illegal inter- -ference opium trade feels confident Your Excellency will give full consideration,

My reason for writing you amplifying my letter of the 7th. instant is chiefly due to information having been received that the inauguration of the proposed additional tax on opium was not put into force on the 9th. instant as anticipated partly due to the opposition raised against the additional tax and also to an unexpected difficulty arising in

regard to the farmership,
